Charles Mulligan, LEED AP

Charles Mulligan, LEED AP is a Managing Director at Partner Engineering and Science, Inc. with over 25 years of experience in the real estate due diligence industry. He has performed, reviewed, and managed thousands of environmental site assessments for residential, commercial, and industrial properties throughout the United States and internationally. He is highly qualified in conducting and supervising environmental, health and safety, remediation, land surveying and zoning projects nationwide and internationally. His international experience includes evaluation of multi-site industrial, office, and hospitality property portfolios throughout Canada, Mexico, and the Caribbean. Reporting standards are consistently completed and managed in confidence for all types of commercial and residential properties in accordance to ASTM standards, EPA’s All Appropriate Inquiry (AAI), Fannie Mae and Freddie Mac, the U.S. Small Business Administration, and customized client formats. He has also assisted international investors from around the globe with acquisitions of hundreds of properties within the United States.

Mr. Mulligan's environmental experience runs the spectrum from limited desktop reviews to full-scale remediation projects. His work proved instrumental in one of the first projects in New York State to receive regulatory closure through the use of in-situ chemical oxidation treatment of a chlroinated solvent impacted groundwater plume. After proving the technology on that project, he assisted in utilizing it to remediate several dry cleaning facilities in the northeast. He has also overseen the removal and closure of USTs ranging from 500 to 25,000 gallons in size and has hands-on experience in conducting asbestos, lead paint, lead-in-water, and radon surveys.

Mr. Mulligan regularly attends local and national conferences and industry technical training and has presented at MBA conferences. He has published articles on zoning and environmental issues, and has been recognized with an award for demonstrating superior client service, excellence in job performance, and exceptional integrity. He was also presented with an award for excellent customer service while working for a governmental agency.
