Partner has been expanding in the New England states including Connecticut. Partner’s Connecticut office is a full-service environmental consulting and engineering office located in Rocky Hill. Our services include Licensed Environmental Professional (LEP) services, Phase I Environmental Site Assessments, Phase II Environmental testing, ADA Surveys, Property Condition Assessments, Asbestos Surveys, Hazardous building materials surveys, and abatement planning, design, and oversight. On the civil side, Partner offers full site/civil engineering capabilities, including landscape architecture and building engineering.

Partner’s LEPs are experienced professionals with an in-depth knowledge of remediation. In August 2015, one of Partner’s LEPs was interviewed by National Public Radio (NPR) about Polychlorinated Biphenyls (PCBs) and PCBs in building materials.

Solutions

Phase I Environmental Site Assessments
Partner is the national leader in Phase I Environmental Site Assessments by volume. Most reports are performed to meet the standards of ASTM E1527-21. Partner often customizes reports to meet individual client or agency lender's (Fannie Mae, Freddie Mac) requirements. In addition, Partner has extensive experience completing Phase I Environmental Site Assessments that satisfy the requirements of the State of Connecticut Department of Energy and Environmental Protection’s (DEEP’s) Site Characterization Guidance Document (SCGD) for Connecticut Transfer Act filings.
Phase II Environmental Testing
Partner performs Phase II Environmental Testing either in support of a financing decision, purchase decision or to meet the requirements of the DEEP’s SCGD Connecticut Transfer Act sites. Partner will tailor investigation scopes of work to meet specific client requirements. Our experienced staff has expertise in performing all types of investigation activities, ecological risk assessments, hydrogeological evaluations, and Conceptual Site Modeling. Partner is also highly experienced regarding the Connecticut Transfer Act and the LEP project oversight program.
Property Condition Assessments
In addition to providing Phase I ESAs, Partner provides Property Condition Assessments and Commercial Building Inspections for a wide variety of clients; including, CMBS lenders, Fannie Mae/Freddie Mac lenders and equity clients. Most of our reports are performed to meet the standards set within ASTM E2018-08 guidelines.
Asbestos, Lead-Based Paint and other Industrial Hygiene services
As an add-on to a Phase I ESA or Property Condition Report or as a separate service, Partner offers assessments and solutions to address the risks of asbestos, lead paint and mold. While conducting a Phase I ESA, Partner is able to complete a visual evaluation of accessible areas for the presence of Asbestos-Containing Materials (ACMs) and Lead-Based Paint (LBP). If desired, or as part of a property due diligence assessment as required by a lender, sampling of suspect ACM and LBP can be conducted to determine if proper abatement should be conducted as part of project renovation and demolition. Partner offers a variety of Lead-Based Paint services including Inspection, Testing, Risk Assessments and Clearance Inspections. Moisture and Mold issues can escalate quickly if not addressed promptly. We offer mold testing, assessments, and remediation to help owners address and mitigate this concern.
ALTA Land Title Surveys and Zoning Services
Partner is a coordinator and preparer of ALTA/NSPS Surveys, Boundary Surveys, Topographic Surveys and Zoning Reports across the United States for use in commercial transactions. We effectively handle and facilitate the coordination of land surveyors, title, ordering, process, product, and delivery. We manage the entire process of acquiring your survey and can effectively manage single-site or multi-site transactions. Our extensive network allows us the flexibility to provide a registered professional land surveyor for any site location—nationwide—with competitive pricing. We will coordinate all questions and comments from all transaction parties with the site surveyor and furnish reliable timely surveys all from one point of contact. A Zoning Report is a necessary part of many real property transactions because the current owner is responsible for existing zoning violations. Partner’s Zoning Reports take usage regulations into consideration, as well as local and municipality provisions and other regulations such as the Americans with Disabilities Act (ADA).

Connecticut Transfer Act/Licensed Environmental Professional Services

Partner has experienced LEPs on staff that have an in-depth knowledge of the Connecticut Transfer Act, site investigation and remediation and a demonstrated track record of site closure under the Connecticut Transfer Act. Partners LEPs also have a detailed understanding of PCB site investigation and remediation. Partner’s LEPs have demonstrated experience and success closing Connecticut Transfer Act sites.

The Connecticut Transfer Act can have onerous implications as it relates to property transactions in Connecticut that involve substantial cost and time commitments by a Certifying Party (the responsible party). Partner’s approach to the Connecticut Transfer Act is to provide adequate site characterization to support remedial decisions, use creative approaches to solving complicated remediation problems and work with the client in their best interest to reach compliance with the Remediation Standard Regulations (RSRs).

Partner works with many of the largest and most well-respected developers, private equity firms, corporations, institutions, and attorneys in Connecticut on Connecticut Transfer Act sites. Partner’s LEPs are also the LEP of Record for some of the most complicated remediation sites in Connecticut.

Partner has a Connecticut licensed Professional Engineer (PE) on staff. Partner’s Connecticut office offers professional engineering services including full site/civil capability, landscape architecture, mechanical, electrical, and plumbing (MEP) services, and land survey services.

Connecticut Project Experience

Since 2011, Partner has completed over 1,000 projects in Connecticut, including high-profile site investigation and remediation projects, building science evaluations, and due diligence assessments. Partner represents developers and lenders, responsible parties and corporations. Some recent projects and experience that provide insight into our Connecticut consulting practice include:

  • Partner is representing a responsible party on a site contaminated with PCBs under a cease and desist order. This ongoing project has involved the representation of the landowner in discussions with the DEEP and United States Coast Guard and Attorney General. Partner has also negotiated a decontamination plan with the DEEP and EPA for the removal of PCB-contaminated equipment at the site.
  • Partner’s LEP has closed several sites in Connecticut under the Connecticut Transfer Act over the last year by filing LEP Verifications which have resulted in No Audit Letters. These complex projects have included site investigation, remediation, and development of site conceptual models, ecological risk assessments, and administrative filings.
  • Partner has assisted our clients in investigating sites under the Connecticut Transfer Act in a manner that has allowed the submission of Form I negative declarations. To date, all of our Form I negative declaration filings have been accepted by the DEEP.
  • Partner has recently represented a large corporation with environmental investigation activities to facilitate the closing of one of the largest transactions in Connecticut history. Our LEPs have worked closely on this project with attorney’s developers and corporations to help facilitate the transaction.
  • Partner’s office works closely with our Boston office and has completed several large environmental site investigation projects over the last year. These have included a large industrial property in Boston, a PCB electrical equipment storage facility in Western Massachusetts, and numerous other sites.
