Orlando, FL – September 17, 2019 – Steven B. Walton, PS, a seasoned second-generation registered surveyor, has joined Partner Engineering and Science Inc. (Partner), an international due diligence, design and construction risk management firm headquartered in Torrance, Calif., as an ALTA Services Director.
Based out of Partner’s Orlando, FL office, Walton brings over 40 years of surveying experience across the country. He has conducted land surveys, directed survey operations, project managed record searches and boundary determinations for a diverse array of commercial real estate, public and private stakeholders.
Walton will oversee the expansion of Partner’s rapidly growing surveying and land title services, including American Land Title Association (ALTA) surveys, zoning services, and combined products for a variety of client types and properties. He has extensive knowledge in the rules, procedures and legal compliance of boundary determinations, State Plane Coordination Systems, and the United States Public Land Survey System.
“It’s incredibly exciting to join Partner at a time of such dynamic growth and opportunity for entrepreneurship and vision,” says Walton, who ran a successful surveying company for 25 years. “I’m looking forward to leveraging my multiple decades of experience and Partner’s client diversity to grow business, innovate new surveying solutions, and help train and manage a top-notch team of surveying experts.”
For the past seven years, in addition to managing and overseeing day to day operations of his surveying firm, Walton was contracted by national engineering companies to provide expertise for big-name projects, which included a major oil and gas company, and several infrastructure projects for the Ohio Department of Real Estate and Planning.
As a business owner, Walton managed all aspects of business and client development, surveying, employee training and report delivery. His responsibilities included supervising and training a team of employees and contractors, supervising survey crews, maintaining company and project budget oversight, quality control and accuracy assurance of all document deliverables. In addition to performing thousands of land surveys and boundary determinations, Walton has completed complex mathematical computations and models for custom client projects, and has advised clients on boundary-related inquiries.
“Steven provides Partner with a very unique perspective as both a surveyor and small business owner,” says Bruce Dalton, PE, a Managing Technical Director at Partner Engineering and Science, Inc. “Steven’s breadth and depth of knowledge based on 40 years of experience of all facets of surveying is invaluable to our ALTA Department and the wider goal of helping our clients reach their business objectives.”
Some representative recent projects include Chief of Field Operations for a major deed and record search private client, managing all survey and records search aspects of a comprehensive sub-division development plan for Perry County in Ohio, and working directly with the Ohio Department of Transportation project engineers to manage labor, equipment, and project scope of a major State highway project. His clients have included the State of Ohio County Engineering and County Recorder Office, national government agencies (including FEMA and the EPA), the Ohio Department of Transportation, and numerous private commercial real estate entities.
Walton, whose experience began as a 13-year-old accompanying his father on surveying projects, studied Civil Engineering at Ohio State University. He is a licensed surveyor through the Ohio State Board of Registration for Engineers and Surveyors.
