About the Project

Partner completed a Brownfields Redevelopment Report which evaluated the environmental investigation activities, remedial action plan (RAP), and cost estimate prepared for the redevelopment of the property under the State of Connecticut Brownfield’s Remediation and Revitalization Program (BRRP).

The site consists of two tracts of land that were first developed in the 1800’s for the manufacturing of sewing machines, which was later used for rifle manufacturing, and as a saw mill which was later used as a paper mill. Partner reviewed client-provided documents related to the investigation, remediation, and redevelopment of the 6-story, 150-unit property, and issued a letter report that included a review of the site history, environmental investigation activities completed by others, the redevelopment plan, and remedial action plan (RAP) and cost estimate. Partner provided our opinion of the project, data gaps that we identify, and an LEP opinion on the adequacy of the remediation estimate. Partner’s review also included a review of the regulatory context and how the regulatory context affects the ability to achieve closure of the site under Department of Energy and Environmental Protection (DEEP) and Department of Economic and Community Development (DECD) approvals, and/or the Connecticut Transfer Act, if the Connecticut Transfer Act applies. Based on the information provided, Partner completed an estimate of the time to closure, and risk ratings for the project which include an “as-is” rating, a prospective risk rating if the RAP is followed, and a post-development view for when the risk rating might be lowered.
