About the Project

Partner was retained to assess subsurface conditions at a site located in the Jamaica section of Queens, New York in accordance to the New York City Office of Environmental Remediation (NYC OER) and Voluntary Cleanup Program (VCP). The project site being redeveloped was a parking garage and proposed future use of a 23-story north tower and 20-story south tower of mixed-use building space, containing a total of 447,000 square feet.

Based on sampling results, an e-Designation was assigned to the property. Partner submitted a Remedial Action Work Plan (RAWP), which was subsequently approved by the OER. Stipulations/activities that made up the RAWP included a Community Air Monitoring Plan (CAMP), Community Protection Statement, collection of end-point sampling, and total soil management.

The project has currently progressed to the point of successful end point sampling, which have achieved NYSDEC Part 375 Unrestricted Use (Track 1) Soil Cleanup Objectives (SCOs). After proper disposal of soil/fill exceeding SCOs, Partner, the client and the OER were successfully able to approve the proposed redevelopment and provide more than 14,000 cubic yards of soil to four sperate NYC Clean Soil Bank Facilities. This resulted in a cost savings for both the client and the receiving facilities.
