About the Project

Partner conducted a soil, sediment, and groundwater investigation in support of a one-mile long proposed roadway funded by the United States Department of Transportation (DOT). The roadway is to be constructed over a portion of a 35-acre parcel of private land. The parcel was formerly occupied by an aerospace metals recycling facility. Partner conducted the investigation to determine the nature and extent of PCB, petroleum, and metals contamination in the footprint of the roadway in support of construction.

As part of our scope of work, Partner determined contaminant concentrations in soils that will be impacted or disturbed during roadway construction. Partner developed an estimate of PCB contaminated soil subject to regulation under an open EPA consent order on the site, and evaluated potential remediation strategies. Partner is providing order of magnitude cost estimates for different remediation scenarios at the site.

Partner won the project in a public bid in competition with over 30 other bidders. The basis for the contract award was our PCB investigation and remediation expertise, the quality of our references, and experience negotiating remediation strategies with EPA for PCB sites.

Partner completed the investigation in May 2016. Follow-on tasks associated with the project will include further site characterization, the development of a remedial action plan, negotiations with EPA and the State of Connecticut, remediation, and construction support. Each task must be put out to public bid. Based on Partner’s history with the project and expertise, we expect that we will be awarded some or all of the follow on tasks in competitive bids for each task.
