Richard Kim, SBA Technical Director at Partner Engineering and Science, Inc., leads the team responsible for environmental due diligence supporting SBA 504 and 7(a) lenders across the country. Known for his hands-on approach and clear communication style, Richard guides the preparation and technical review of RSRAs, desktop reviews, and Phase I Environmental Site Assessments to help clients confidently navigate ASTM and SBA environmental requirements.
Over the course of his career, Richard has completed or overseen more than 3,000 environmental due diligence projects across a wide variety of property types—from small commercial sites to industrial and agricultural operations. He is experienced in identifying recognized and Potential Environmental Conditions and translating complex findings into practical, risk-focused recommendations that support informed lending decisions. Lenders and colleagues alike rely on his ability to break down technical issues and provide straightforward, defensible guidance.
Richard also enjoys mentoring junior team members and contributing to Partner’s internal environmental standards and training efforts. He works closely with clients to ensure they receive timely, accurate assessments tailored to their needs, and he is valued for his collaborative attitude, responsiveness, and commitment to helping SBA lenders move transactions forward with clarity and confidence.
