Partner Engineering and Science, Inc. has appointed long-time Partner leader and Partner Energy co-founder Tony Liou as Chief Technology Officer (CTO), reinforcing the firm’s commitment to advancing technology-enabled consulting solutions and data-driven services across its engineering, environmental, and energy practices.
Mr. Liou has served as President of Partner Energy since co-founding the business in 2009 and will continue in that role while expanding his responsibilities across the firm.

His entrepreneurial leadership, technical expertise, and vision for integrating data and consulting services make him uniquely qualified to lead Partner’s technology evolution.”
As CTO, Mr. Liou will collaborate with Partner’s executive leadership, IT, and technical teams to further develop enterprise technology initiatives, expand data analytics capabilities, and enhance technology platforms that support Partner’s service delivery. Under his leadership, the IT Department will continue to develop three significant technology initiatives – PLINK 2.0, SiteLynx, and BlueLynx. His guidance will help accelerate Partner’s strategy of integrating digital tools, analytics, and sustainability intelligence into consulting services across the firm.
Mr. Liou co-founded Partner Energy with two employees and a small portfolio of energy-efficiency projects. Under his leadership, the company has grown into a nationally recognized sustainability and engineering consultancy with more than 50 professionals, multi-state operations, and annual revenues exceeding $10 million. Partner Energy is widely recognized as a leader in energy efficiency, decarbonization strategy, and green lending advisory services.
Throughout his career, Mr. Liou has advised institutional investors, lenders, and property owners on sustainability, resilience, and energy efficiency strategies across the full lifecycle of real estate assets. He has supported major industry initiatives, including the Fannie Mae Green Rewards Program and Freddie Mac Green Up Program. He has led sustainability advisory and engineering initiatives supporting affordable housing, municipal energy efficiency programs, and large commercial portfolio optimization efforts.
Mr. Liou holds a Bachelor of Mechanical Engineering from Cornell University and a Master of Business Administration from the University of Southern California.
