Edward Garcia, RA

Mr. Garcia is a Technical Director in the Building Sciences Division at Partner Engineering and Science, Inc. (Partner), where he is responsible for overseeing project execution of Property Condition Assessments and report delivery for equity firms, institutional clients, and private clients in the commercial real estate sector. He oversees project staffing, team communication, site assessments activities, technical and quality review of reports and cost tables, project schedule and short-frame deadlines, and project financial performance. He regularly consults with major equity clients on recommendations and risk condition of $50 million-plus properties and provides advice and support on additional specialty assessments and forensic investigations. Representative clients include Carlyle Group, FPA Multifamily, Anchor Health, Marriott, Landmark, Chicago Tribune, Vestar, and Avison Young. 

Mr. Garcia leverages over 23 years of expert-level building technical knowledge and project management expertise as a Site and Building Assessor, Program-Project Manager, Architect-Designer, Construction Manager-Supervisor, Lead Technical Designer, Expert Opinion Consultant, and Compliance Reviewer. He has performed over 800 building evaluations and assessments in his career, on a variety of commercial real estate sites, including mid- to high-rise buildings, offices, retail centers, multifamily complexes, data centers, industrial-warehouses, medical, hospitality, private estates, housing developments, and government buildings. He is knowledgeable in the execution and delivery of high-quality PCA reports, BOMA Evaluations, Construction Monitoring reports, Cost Estimates, Code Analysis Study, Design Evaluations, and other assessment-related reports, specifically targeted to client needs. He maintains continuing education efforts in training, and research of codes and regulations, facility management, building design and the latest construction methods and materials.

Prior to joining Partner, Mr. Garcia was a Principal and Founder of a successful architecture firm, as well as the Senior Vice President of a major building assessment firm. He developed expert proficiency in understanding and evaluation of site and building conditions, performance, and construction through a successful career as a licensed Architect and Construction Manager-Contractor. He is professionally qualified to provide expert-level recommendations and solutions for life safety infractions, building code violations, Americans with Disability Act nonconformance, construction assembly deficiencies, maintenance-repair course of action, and advising on value-added capital needs improvement.

Mr. Garcia served as an Intelligence Analyst in the United Stated Air Force, where he obtained Top Secret-SCI-SBI clearance and received accelerated rank promotions, was awarded highest honors as squadron leaders, obtained Distinguished N.C.O. Graduate Award in leadership school, and earned the Honor Graduate Award in Basic Military Training and Air Force Commendation Medal.
