Pamela Horne serves as the Environmental Technical Director for Agency Services at Partner Engineering and Science, Inc. In this role, she ensures that environmental due diligence projects are compliant with Fannie Mae/Freddie Mac requirements, working directly with client relationship managers, project managers, reviewers, and assessors across the nation. She provides viable solutions for any identified environmental issues and advises client teams through the remedial process. She also maintains Partner’s environmental agency report templates and contributes her expert knowledge for technical content and articles for Partner and other industry sources.
Horne is known for her outstanding client service, high-quality assessments, effective problem-solving, and successful management of a multiple range of projects while meeting challenging deadlines. Her property expertise includes multi-residential properties, healthcare/assisted living facilities, commercial and medical offices, retail shopping centers, industrial/manufacturing facilities, gasoline stations, automobile repair facilities, dry cleaners, marinas, landfill sites, military bases, and telecommunication towers.
Horne has performed/managed a wide range of assessments and projects in her 25 years of experience, including ASTM Phase I & Phase II Environmental Site Assessments (ESAs) and Environmental Transaction Screens (ETSs); Underground Storage Tank (UST) removals/closures; U.S. Small Business Administration (SBA) Phase I ESAs and Records Search with Risk Assessments (RSRAs); Freddie Mac Phase I ESAs, Physical Risk Reports (PRRs) 1104 and 1108; Fannie Mae Phase I ESAs, and 4340 ETSs; U.S. Department of Housing and Urban Development (HUD) Phase I ESAs and Environmental Review Online System (HEROS); Spill Prevention, Countermeasure and Control Plans (SPCCs); facility compliance audits; industrial hygiene surveys (i.e., asbestos, radon, mold and lead); and pollution legal liability insurance surveys. In addition, she has field experience in construction materials testing/structural engineering and as an office engineer for large-scale projects.
