Mr. Phillion serves Partner Engineering and Science, Inc. (Partner) as a Senior Project Manager for the Owner’s Representative and Surety teams. His career has mainly been in construction consulting with experience and managing remediation projects. Mr. Phillion’s primary responsibilities are bond claim analysis, performing cost-to-complete analysis, facilitating ratification agreements, overseeing completion projects, and serving as completion contractor project manager.
Mr. Phillion has been in the construction and environmental consulting industry for over seven years. In the construction industry, he is experienced with surety bond claims, completion contracting, and construction monitoring for lenders and equity partners. Mr. Phillion is experienced with analyzing contracts and documentation to provide claim recommendations for the surety. Mr. Phillion understands the construction process and has led distressed construction projects through to final completion. As a construction monitoring consultant, Mr. Phillion has provided several draw recommendations while updating the client on the overall status of a project.
Mr. Phillion also has a background in Phase II Subsurface Investigations, on-site management of remediation projects, and delineating soil and groundwater contamination. Mr. Phillion has worked on multiple redevelopment projects that required the oversight of the disposal of hundreds of thousands of tons of contaminated soil, he has overseen excavations up to thirty feet in depth while managing contaminated soil and groundwater and has documented the installation of environmental barriers (liquid boot, engineered fill, vapor barriers, and sub-slab depressurization systems).
