Samantha K. Gragg, RA, is based in Washington as a Senior Project Manager for the Equity Property Condition Assessment practice of Partner Engineering and Science, Inc., and is a commercial real estate (CRE) due diligence consultant. In this role she is responsible for planning, coordinating, and executing Property Condition Assessment site observations for multi-family, office, industrial, retail, hospitality, entertainment studios, and casino buildings, and ensuring technical quality is delivered to our clients. Ms. Gragg’s experience in Property Condition Assessments (PCA) and in the architectural design and construction industry brings the knowledge needed to analyze existing conditions of properties and buildings.
Ms. Gragg’s experience includes performing PCA’s and Facility Condition Assessments (FCA) for owners, investors, commercial mortgage lenders, banks, and life insurance companies. PCA’s include identifying deficiencies, providing professional judgment of a property’s overall condition, and preparing cost estimates for repairs and projected replacement costs. Ms. Gragg has also performed Pre-Construction plan and budget reviews, contract review, and construction monitoring of new construction and renovation projects for Lenders, Equity, Institutional, and Investment groups. Construction monitoring involves reviewing documentation including plans and specifications, permits, field test results, executed contracts, schedules, change orders, and contractor requisitions for payments. Construction monitoring reports include detailed descriptions and accounts of overall construction progress. Ms. Gragg focused on Owner’s Representation for quality assurance and adherence to the plans, specifications, contracts, and budget during the construction monitoring phase.
Ms. Gragg’s twenty-six-year career includes an extensive range of experience in architectural design, construction documentation, construction administration, and owner representation for a variety of project types, including low- and high-rise mixed-use residential, senior assisted living, office, industrial, commercial, supermarkets, and hotel buildings. Ms. Gragg has served as the Project Architect through the Construction Documents, permits, bidding, and construction administration phases of architectural design, including punch list and closeout processes.
In addition, as an Owner’s Representative, Ms. Gragg performed building investigations of roof and envelope deficiencies, prepared repair documentation, and performed field observations of the envelope repairs. Ms. Gragg also implemented the LEED Silver certification of a large commercial supermarket.
