Partner Engineering and Science, Inc. (Partner) is pleased to announce that Mr. Bill Whitty, Jr. will be joining the firm as a Relationship Manager. In this role, he will be responsible for client development, transaction management and project oversight. As an environmental professional with over 21 years of experience, Mr. Whitty has experience with Phase I Environmental Site Assessments, Property Condition Assessments, subsurface investigations, and remediation system installation and operation. Based in Washington D.C., and serving clients located in the District of Columbia, Maryland, and Virginia, Mr. Whitty is a key hire for this region.

Prior to working with Partner, Mr. Whitty served as Director of Environmental Services for projects associated with thousands of real estate transactions and is familiar with the due diligence requirements of a varied number of reporting standards, including the current standard ASTM E1527–21, EPA’s All Appropriate Inquiry (AAI). Here he conducted due diligence and various environmental services for a large variety of lending institutions, purchasers, management companies, and developers. He manages large projects involving building owners, regulatory officials, subcontractors, and other professionals, all while maintaining close client contact to ensure program implementation and client satisfaction.
In addition to due diligence assessments, Mr. Whitty has also performed and managed Phase II site investigations, underground storage tank management and closure activities, remedial investigations, and cleanups under various regulatory programs including the VCP in the District of Columbia and Maryland. Furthermore, Mr. Whitty has conducted and prepared asbestos building surveys and associated reports, site remediation for asbestos, lead-based paint, and mold, and implementation of Operations and Maintenance (O&M) Programs for facilities located in the District of Columbia, Maryland, and Virginia.

Mr. Whitty graduated from the University of Tampa with a bachelor’s degree in environmental science. He is also an EPA Accredited Asbestos Building Inspector and Asbestos Management Planner.
