New York, NY—Partner Engineering and Science, Inc. (Partner) announces Chuck Mulligan, former Managing Director of CBRE Inc./IVI Assessment Services, Inc., as their newest Managing Director for the East Coast. Mulligan will play a critical role in managing Partner’s continued growth trajectory and diverse team of multidisciplinary due diligence and engineering professionals.

With more than 20 years of experience in commercial real estate due diligence, Mulligan’s expertise includes conducting and supervising environmental, health and safety, remediation, land surveying and zoning projects nationwide. Mulligan has managed and reviewed reports for a wide range of client types, including, developers, brokers, property owners and buyers, Government entities, real estate investment trusts (REITS), private equity groups, insurance companies, and financial institutions. Reporting standards are consistently completed and managed in confidence for all types of commercial and residential properties in accordance to ASTM standards, EPA’s All Appropriate Inquiry (AAI), Fannie Mae and Freddie Mac, The U.S. Small Business Administration, and customized client formats.
After five years of learning the due diligence industry, Mulligan gained government regulation experience in planning and zoning when he worked for the Greenwich, Connecticut Land Use Department. After three years, he returned to IVI Due Diligence Services, Inc (IVI) where his hard work and willingness to take on new specialties earned him the title “Jack of all trades.” Mulligan worked his way up from conducting and reviewing Phase I Environmental Site Assessments (ESA), Subsurface Investigations, and Geotechnical Investigations as a Project Manager to the ESA and Zoning Compliance Department Manager.
He was instrumental in one of the first projects in the State of New York to receive regulatory closure through use of an in-situ chemical oxidation treatment of a chlorinated solvent impacted groundwater plume. After verifying the technology on that project, he assisted in utilizing it to remediate several dry-cleaning facilities in the northeast. Mulligan has also overseen the removal & closure of underground storage tanks (USTs) ranging from 500 to 25,000 gallons in size, in addition to conducting asbestos, lead paint, lead in water and radon surveys.
In 2006, Mulligan was promoted to Zoning Compliance Department Manager where he was involved in all facets of establishing a zoning practice, including developing client relationships, hiring, training and managing Zoning staff, and reviewing ALTA Surveys and Zoning regulations to determine compliance.
For the past eight years, Mulligan has been responsible for managing daily operations for both the Zoning and Phase I ESA departments. His roles included the continued development of client relationships, growing department revenue, negotiating contracts, bidding and assigning projects, performing staff reviews, managing operational duties, and reviewing third party and internal reports. In the winter of 2014, CBRE Group, Inc. acquired IVI and relied on Mulligan to help enhance their valuation and advisory services.
“The way to be good is to see everything,” says Mulligan about his professional philosophy. “You need a fresh eye on occasion to stop and ask why. It’s necessary for senior project managers and upper management to get their hands dirty to understand the skill sets needed in a role. This is a new beginning for me, and I am happy to be able to be that fresh eye for a company with a diverse array of consulting services for our clients.”
Mulligan received his Bachelor of Science degree in Environmental Sciences from the State University of New York at Plattsburgh. He then received further training at Rutgers University on Environmental Audits and Site Assessments, and Regulatory Training in Underground Storage Tanks. Mulligan is a registered LEED AP (accredited professional) and AHERA Asbestos Inspector. His affiliations include the Environmental Bankers Association, the Mortgage Bankers Association of New York, and the Real Estate Finance Association of Connecticut.
