David Lutz Joins Partner as Technical Director of Environmental Services

Partner Engineering and Science, Inc. is pleased to welcome David Lutz, LPG to our Environmental Due Diligence practice as Technical Director of Environmental Services. Mr. Lutz has over 15 years of experience in environmental consulting and commercial due diligence, adding valuable expertise to Partner’s environmental leadership team.

Prior to joining Partner, Mr. Lutz worked at CBRE and Stantec Consulting Services providing a broad range of environmental services to developers, REITS, investors, corporate entities, financial institutions, local municipalities, as well as state/federal agencies. He has extensive experience in environmental due diligence and subsurface investigations, geotechnical evaluations, remedial design and implementation, ecological/natural resources consulting forestry management, land/bathymetric surveying, Brownfields grant writing and implementation, and geological mapping in diverse terrains and geological landscapes. In addition, he has worked on projects both nationally and internationally with experience extending into telecom, renewable energy (solar and wind), and solid waste sitting/closures, to name a few. Mr. Lutz’ particular expertise is in facility decommissioning and disposition, helping clients to not only unload their asset but also helping with the repurposing and redeveloping of them.

Notable projects Mr. Lutz has worked on include:

• Substation Decommissioning and Environmental Closure Program – Mr. Lutz served as the program and project manager for the decommissioning and environmental remediation activities for electrical substations across Illinois. This included coordinating with the regulators, environmental contractors to satisfy state and federal regulations, and performing a variety of environmental services including Phase I and II ESAs, asbestos and lead-based surveys, PCB-impacted soil and sediment remediation, and closure documentation preparation.
• Kentucky Division of Waste Management, Orphan Landfill Program, Kentucky – Mr. Lutz was responsible for the program management of a one-year on-call remediation and compliance contract with the Kentucky Division of Waste Management for over 25+ orphan landfills and solid waste facilities across the state. Responsibilities included desktop reconnaissance, ecological/cultural resource evaluations, multi-media sampling (soil, groundwater, and leachate), conceptual site model development, and preparation of an environmental risk matrix for the facilities.
• Facility Decommissioning and Decommissioning, Somerset, Kentucky – Mr. Lutz served as senior geologist and program manager for pre-disposition due diligence, remedial investigations, hazardous waste management, and property decommissioning/demolition of an 85-acre industrial property that consisted of a 150,000 square foot glass factory. After facility decommission and demolition, the facility received all regulatory approvals for the sale of the asset. A part of the facility was transferred to the local park district for development as a municipal open space and sports fields.

At Partner, Mr. Lutz will be responsible for providing his clients with full-service engineering and environmental consulting services, which include project management and client development. Mr. Lutz is a qualified environmental professional under ASTM E 1527-13 and has conducted and managed hundreds of environmental assessments in accordance with the applicable ASTM Standards and Guidelines and US EPA All Appropriate Inquiry guidelines.
