Douglas Harbour Joins Partner as Director of Remediation

DOUGLAS E. HARBOUR JOINS PLANO, TX OFFICE TO EXPAND ENVIRONMENTAL CONSULTING & REMEDIATION PRACTICE

PLANO, TX – Partner is pleased to announce that Douglas E. Harbour has joined the firm as Director of Site Remediation-West. In this role, Mr. Harbour will play a crucial role in expanding our environmental investigation and remediation practices in the western United States. His responsibilities will include client consultations and proposal, bid, and contract preparation, in addition to project oversight.

Mr. Harbour has nearly 30 years of experience in Phase I and II environmental investigations, remediation projectsgeotechnical exploration and construction quality and inspection services. His experience with spans a wide range of services including environmental investigations, ground-water sampling, installation of Type I, II, and III monitoring wells, logging samples, lead in drinking water, storage tank assessment (UST and AST), pesticide/PCB sampling and remediation, surface water, wetlands investigation, asbestos surveys, oil/gas production NORM surveys, and regulatory interaction. Mr. Harbour has a wealth of knowledge of regulatory matters on the Federal, State, and local levels after years of interaction with local level regulators and policy makers.

For an Energy Explorations client in Fort Worth, TX, Mr. Harbour conducted a forensic investigation of air, water, and soil proximal to a natural gas production facility in order to determine the mortality claim of livestock. Media samples were collected for laboratory analysis from the production facility and compared to samples collected in the livestock grazing range. Additionally, a necropsy was performed on a fatality in the livestock to aid in project conclusions.

Mr. Harbour also conducted a Fatal Flaw and Environmental Due Diligence Assessment of a natural gas transmission system that consisted of 500-miles of transmission lines, compression facilities, processing plants, and a salt dome gas storage facility for an energy client in the Gulf Coast. The scope of services included a comprehensive site inspections, review of multi-state regulatory data, and reviewed of health and safety policies.

Mr. Harbour performed soil boring and groundwater monitoring well installation oversight at a razed manufacturing facility to assess the horizontal and vertical extend of phase-separated halocarbons from historical releases for a Defense Contractor in California. Due to the coast lithology of southern California, drill methods included both hollow stem and air rotary systems to penetrate the cemented cobble formations at depth.
