Professional Engineer Patrick Gallagher, has joined Partner Engineering and Science Inc. (Partner), an international engineering, environmental and energy consulting firm headquartered in Torrance, Calif., as a Senior Engineering Advisor.
Gallagher will leverage his vast national expertise in environmental due diligence services to help Partner’s assessors and clients around the country better mitigate risks throughout real estate transactions. Contributing over 33 years of experience managing due diligence, environmental assessment, remedial design, and construction projects, Gallagher will be the cornerstone to Partner’s continued growth of Atlanta and southeast U.S. operations.
Partner’s Technical Director for Subsurface Investigations, Kristine MacWilliams, PE, was ecstatic to hear the news that former co-worker and mentor, Patrick Gallagher, was joining Partner. “I worked with Pat Gallagher on my first environmental consulting job right out of college. Pat was a great mentor, person and engineer. I’m looking forward to getting to work with Pat again and so excited that he has joined the Partner Team. He will excel at such a great company”.
Gallagher is a registered Professional Engineer in Georgia, Alabama, Tennessee, North and South Carolina, and Arizona. Over the last 26 years, his primary areas of environmental expertise have been focused on Phase I & II Environmental Site Assessments, Property Condition Assessments, Underground Storage Tank removal and closure, comprehensive soil and groundwater assessment, and design and implementation of remediation systems for chlorinated solvent, petroleum hydrocarbon, metal, and PCB contaminants for commercial, residential, industrial and undeveloped properties.
Gallagher’s proficiency extends to remediation design, construction, operation, and maintenance of pump and treat, air sparging, vapor extraction, and enhanced vapor recovery systems; and construction management of high-rise apartment/office facilities, prisons, laboratories, hospitals, parking deck structures, and remediation systems.

Throughout his career, Gallagher has worked on many projects throughout the country including sites related to Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), also known as Superfund, redevelopment, oil (terminals and pipelines), landfills, manufacturing, public municipalities, and hospitality industries.
Gallagher received a Master’s Degree in Engineering from the University of North Carolina, Charlotte and a BS in civil engineering from Virginia Tech in Blacksburg, Virginia. He is affiliated with the Society of Professional Engineers and Associated General Contractors.
