Partner Opens Colorado Office

Dallas, TX — Partner Engineering and Science, Inc., one of the nation’s leading engineering and environmental due diligence firms, named Richard Morgan to head the firm’s newly opened Rocky Mountain office located in Boulder, CO, announced President Joseph Derhake, PE.

Morgan came to Colorado in 2000 to work for the University of Colorado, Boulder as a professional research assistant at the CU Center for Limnology studying water quality dynamics on the Front Range.

During his career, Morgan has authored more than 1,000 environmental reports on a variety of different property types, including large industrial, office high-rises, retail malls, gas stations, bulk oil facilities, and agricultural. His experience includes the supervision and review of Phase I Environmental Site AssessmentsEnvironmental Transaction ScreensPhase II and III Subsurface Investigations, Property Condition AssessmentRadon Studies, and Lead‐in‐Water Sampling Analysis. Morgan has worked closely with local and state regulatory agencies including the Colorado Department of Public Health and Environment (CDPHE) and the Colorado Department of Labor and Employment, Division of Oil and Public Safety (CDLE, OPS), as well as numerous other local and state government agencies.

“The new office is in response to a growing number of assignments in the Rocky Mountain region and it was important to establish a base operation in order to better serve our local clients,” said Morgan. “Firm-wide, the number of environmental site assessments is up more than 110 percent over last year, with a significant increase in Colorado. The increase in our work is a barometer of increase deals getting done here,” he added.

A Phase I ESA is a report that identifies potential or existing environmental liabilities on commercial real estate, which is triggered by its purchase or refinancing, or by a lender who is providing a commercial real estate loan on the asset.

Morgan earned his BA in Biology with an Emphasis on Environmental Science West Virginia University. He is certified by the State of Colorado as a Building Inspector. Morgan is a member of the Environmental Assessment Association.
