Partner to Expand its Government Services with Technical Director, Betsy Miller

Phoenix, AZ  May, 2017 — Betsy Miller brings over 20 years of Environmental Consulting experience to Partner Engineering and Science, Inc. (Partner) as its newest Technical Director for Government Services in the Southwest Region of the United States. Her expertise is focused on conducting and managing large environmental site assessments, remediation projects, and brownfield redevelopment services for various government entities.

Ms. Miller has managed petroleum and hazardous materials storage facilities with annual billings in excess of one million dollars, in addition to working on projects at industrial facilities, airports, gasoline stations, commercial properties, dry cleaners, golf courses, agricultural land, multi-tenant apartment complexes, retail, easements, historic mining facilities, highway corridors, and undeveloped land. She has also conducted hundreds of environmental assessment and remediation projects according to ASTM E1527 standards for government and private client types which include banks, real estate developers, mining, industrial, municipal, and state agencies, and petroleum projects.

Most recently, Ms. Miller was focused on working with the City of Phoenix and the Arizona Departments of Environmental Quality and Transportation in response to their Request for Qualification packages. Since starting at Partner, she’s been furthering Partner’s efforts in the public space by developing proposals, technical scopes of work, and guiding teams on how to better balance this client type.

“I plan to start off pursuing work through the various City and State agencies in Phoenix and throughout Arizona, and expand to other states from there,” said Betsy Miller. “I’m thrilled to be able to utilize Partner’s expansive resources and local capabilities to further our reach and support government clients throughout the region.”

Prior to joining Partner, Ms. Miller was involved in a brownfield contract with the Arizona Department of Environmental Quality (AZDEQ) and the City of Tombstone. The project consisted of completing Phase I, asbestos, lead-based paint, and guano assessments, as well as handling the abatement oversight in order to restore their historical city hall for viable use.

Another noteworthy project was helping to develop hundreds of residential parcels near the City of Phoenix’s airport into commercial real estate and industrial zoned land as part of the City’s Community Noise Reduction Program. Out of the 782 parcels, Ms. Miller was responsible for almost 200 of the Phase I Environmental Site Assessments and compiling the 782 individual reports into an overall summary report which also included a GIS map. Recommendations were provided to address areas with buried trash and debris and potential impacts from regional groundwater contamination.

Ms. Miller is affiliated with the Environmental Professionals of Arizona and the Arizona Women’s Envirolink. She graduated from the Southern Methodist University with a Bachelor’s degree in Geology, prior to earning her Masters in Geology from the University of Texas at El Paso (UTEP). While attending UTEP, she concentrated on earning a minor in Geochemistry and Geophysics.
