Phil Fowler, PLS, has joined Partner Engineering and Science, Inc. (Partner) as a Senior Project Manager in the ALTA division. In this role, Fowler, a licensed land surveyor, will support quality assurance and quality control efforts across a diverse portfolio of surveying projects. He will help drive technical excellence and consistency within the practice and contribute to the continued growth of Partner’s surveying capabilities, including boundary, topographic, ALTA, and 3D laser scanning (LiDAR) services.
Fowler brings more than 30 years of experience in land surveying, beginning his career immediately after high school when he entered the field as a surveyor before serving in the U.S. Army. Throughout his career, he has held nearly every position in the surveying discipline, from field crew to project manager, and is known for his meticulous approach to resolving boundary discrepancies, conducting thorough property walks, and ensuring accuracy in deliverables. His background spans municipal and infrastructure projects, design development for sewer, water, and storm systems, subdivision development, and a wide range of commercial real estate work.
During the recession, Fowler launched and operated his own surveying company before returning to corporate roles, where he remained for many years and built a reputation for reliability, technical rigor, and client-focused execution. His technical toolkit includes supervision of field crews, AutoCAD drafting, and operation of Total Station systems, along with experience in LiDAR and 3D scanning technologies.
