Janet Annan, technical team lead at Partner Engineering and Science’s Small Business Administration (SBA) Division, has been promoted to Technical Director of SBA Environmental Services. With over 13 years of experience in the environmental due diligence industry, Janet has provided technical oversight and review of ASTM, All Appropriate Inquiry (AAI) and SBA requirements for a wide array of environmental due diligence assessments. She has also been a direct client liaison for all SBA due diligence needs.
Most recently, Ms. Annan has applied her extensive knowledge of SBA environmental due diligence requirements to thought leadership, such as a webinar on updated SBA SOP policy changes, as well as articles on the implications of SBA’s new SOP and what scope is appropriate for SBA lead risk assessments. She was also featured on a panel at the June 2018 Environmental Bankers Association discussing the application of, and potential future changes to, SBA’s updated SOP.
Steven Kitzke, Managing Principal at Partner, expressed excitement for the promotion of Ms. Annan to role of Technical Director, SBA Environmental Services. “Internally, Janet is known for her leadership, keen knowledge of SBA SOP 50 10 5 and understanding of SBA client needs and expectations. We are excited to see her continued growth as an external face of Partner to SBA clients throughout the U.S. Her role will continue to focus on project quality, deliverables and clear project execution.”
Ms. Annan’s due diligence experience encompasses a variety of property types, stakeholder needs, and reporting standards. Janet has performed and supervised Phase I and Phase II Environmental Site Assessments, Baseline and Exit Assessments, SBA Farm Loans, Transaction Screen Assessments (TSAs), Subsurface Investigations, Records Search with Risk Assessment (RSRAs), Peer Reviews, Limited Compliance Overviews, Asbestos Surveys, Radon Measurement and Mitigation Surveys, National Environmental Policy Protection Act (NEPA), “hands-on” field investigations relating specifically to Kansas and Missouri Risk-Based Corrective Action (KRBCA and MRBCA), remediation projects at active and abandoned hazardous waste facilities including Formerly-Used Defense (FUD) sites, CERCLA sites with Community Involvement, and hazardous material emergency response.
“Partner has always been a place where I have felt a genuine belonging, but becoming a Technical Director has really given me a fresh outlook on how I can really reach internal and external customers,” says Annan. “I excitedly look towards developing Partner’s business relationships and engaging with colleagues and stakeholders on how we can elevate the typical SBA environmental due diligence product with construction and energy components, as they truly work hand-in-hand.”
Janet has a BA in geology from the University of Kansas, and certifications in asbestos inspection and underground storage tank operation.
