The Life at Parkview, a multi-family residential property located at 2730 Lafferty Road, Pasadena, Texas, comprises 309 apartment units. Originally constructed in 1967, the property underwent substantial renovations in 1995, benefiting from Low-Income Housing Tax Credits. To facilitate due diligence for securing financing, Partner Engineering and Science, Inc. was engaged to conduct a pre-renovation asbestos survey.
The primary goal of this asbestos survey was to build upon the asbestos-containing materials (ACM) conclusions of the initial survey completed in August 2020. Additional sampling to delineate the extent of asbestos containing drywall joint compound and wall texture per unit was conducted in preparation for planned renovations where the wall systems will be disturbed.

Challenges: The primary goal of the asbestos survey was to identify and quantify asbestos-containing materials (ACM) within the property, ensuring compliance with environmental regulations and preparing for potential asbestos abatement. Drywall joint compound and wall texture were identified at non-detect to 2% Chrysotile asbestos during the initial pre-renovation survey (dated August 20, 2020); therefore, in compliance with Texas regulations the wall systems throughout were classified as ACM. Client wanted to confirm that assumption was correct and identify per unit the location of ACM wall materials. Which included access to 100% of the units.
Additional Sampling and Abatement Plan: In November 2021, further sampling was conducted to delineate the extent of asbestos-containing wall texture and drywall joint compound per building and then per unit.
Client Benefits: The PLM Point count results showed that the wall texture and joint compound were not ACM within each unit. Our sampling effort was in the $200,000 range but with an abatement cost over a million dollars, we ended up saving the client about $800,000.
