Under our on-call contract with the City of Los Angeles Recreation and Parks Department, Partner was retained to conduct a Phase I ESA of a subject property located on Matthews Street, Los Angeles, CA. Partner’s point of contact and Environmental Professional for the project was Jenny Redlin, Principal. The site consisted of two vacant residential structures, concrete parking areas and limited landscaping. The subject property was developed as early as 1894.
Recognized environmental conditions (RECs), controlled recognized environmental conditions (CRECs), and historical recognized environmental conditions (HRECs) were not identified during the assessment. An environmental issue was identified and consisted of significant oil production areas (methane zones) located in the vicinity of the subject property. Partner recommended that a methane assessment be conducted prior to future redevelopment activities. Due to the age of the subject property buildings, Partner stated that there was a potential for asbestos-containing materials and/or lead-based paint. The Phase I ESA was completed on time and on budget.
