LA Existing Buildings Energy and Water Efficiency (EBEWE) Ordinance

The Los Angeles Existing Buildings Energy and Water Efficiency (EBEWE) Ordinance requires owners of privately owned buildings exceeding 20,000 square feet in Los Angeles to benchmark their energy and water usage annually and conduct energy and water efficiency audits or retro-commissioning every five years. The program aims to reduce energy and water consumption, thereby decreasing greenhouse gas emissions and promoting sustainability in the built environment. 

To comply, building owners must submit annual benchmarking reports via the ENERGY STAR Portfolio Manager by June 1st each year. Additionally, they must complete an energy audit or retro-commissioning every five years, depending on the building’s size and type. Compliance ensures buildings operate efficiently and meet the city’s environmental goals.

Deadline and Consequences

  • Annual Benchmarking Deadline: June 1st each year
  • Penalties for Non-Compliance: A non-compliance fee of $202 per building. If unpaid within 30 days, a 250% late fee is imposed. Continued non-compliance may result in further legal action and public disclosure of the violation status.
