As Technical Director of the Building Science Division, Matt Fox oversees the overall quality, consistency, and technical excellence of Phase I Environmental Site Assessments (ESAs) and Property Condition Assessments (PCAs). His responsibilities include quality assurance and quality control oversight, staff training, mentorship, development, and implementation of internal processes and policies, and management of key client relationships.
Fox provides strategic leadership across multiple disciplines within the real estate due diligence industry, with expertise in operational management, risk mitigation, budget oversight, and regulatory compliance monitoring.
He brings extensive experience conducting due diligence assessments across a broad spectrum of property types, including multifamily, hospitality, industrial, retail, office, and self-storage assets. He possesses a comprehensive understanding of diverse reporting standards and regulatory frameworks, including ASTM, FNMA, FHLMC, HUD, LIHTC, USDA Rural Development, EPA’s All Appropriate Inquiry (AAI), ALTA, and customized client-specific formats.
Throughout his career, Matt Fox has personally performed, coordinated, and/or reviewed a wide range of assessments, including Property Condition Assessments (including Small Loan PCAs), Phase I ESAs, Environmental Transaction Screens, Construction Progress Monitoring, Document and Cost Reviews, HUD Project Capital Needs Assessments, ADA evaluations, moisture intrusion investigations, soil and groundwater sampling, asbestos identification, and underground storage tank (UST) identification, abandonment, and removal.
Fox also plays a critical role in technical quality control for PCA and ESA reports. His in-depth knowledge of ASTM standards and his ability to align deliverables with client-specific requirements enable the firm to consistently produce industry-leading assessment reports.
