Raleigh, North Carolina – February 23rd , 2026 – Partner Engineering and Science, Inc. (Partner), announces that Matt Fox has joined the firm as Technical Director of Capital Markets. With three decades of experience conducting and overseeing Environmental Site Assessments and Property Condition Assessments, Fox enhances Partner’s technical leadership and further strengthens its service offerings to capital markets, CMBS lenders, and equity investors nationwide.
In his new role, Fox will lead technical strategy and quality assurance for CMBS-related due diligence engagements, ensuring consistency, technical excellence, and efficiency across large and complex portfolios. His addition reflects Partner’s continued growth within the capital markets sector, where clients require scalable solutions, deep regulatory knowledge, and a data-driven approach to risk assessment.

Fox brings 30 years of experience conducting Phase I ESAs and 25 years performing PCAs, including extensive work supporting clients and major financial institutions such as Wells Fargo. He previously held a leadership role at Bureau Veritas (BV), where he managed technical client relationships for over 15 years and played a key role in expanding the firm’s due diligence practice.
A recognized technical expert, Fox has a reputation for delivering quality ESAs and PCAs and has extensive experience executing large-scale portfolios, including numerous assignments ranging from 100 to 500 properties. He has performed and reviewed assessments for complex properties such as a 1,400-unit hotel in Honolulu and a 46-acre Phase I ESA on a former aerospace manufacturing site near Los Angeles International Airport that was planned for mixed-use redevelopment. His project
experience spans hospitality, industrial, retail, office, self-storage, and multifamily assets,including large affordable housing portfolios for Fannie Mae, Freddie Mac, and HUD MAP programs.
Fox is an active member of ASTM committees for both Environmental Site Assessments (E1527) and Property Condition Assessments (E2018), reinforcing his commitment to industry standards and evolving best practices. He brings a data-driven approach to due diligence and is focused on identifying efficiencies within the capital markets space, including opportunities to integrate technology offerings such as Partner’s SiteLynx platform to enhance client experience.

Fox earned a Bachelor of Science in Environmental Engineering from California Polytechnic State University, San Luis Obispo. He is a State of California Registered Engineer in Training and holds HUD MAP certification and ASTM E1527 Environmental Professional designation.
