Partner Hires International HSE Professional David Dumond for Multi-Sector Markets

Houston, Texas—Accomplished health, safety, and environmental (HSE) professional David Dumond has joined Partner Engineering and Science, Inc. (Partner), a national due diligence, design, and engineering consulting firm headquartered in Torrance, CA as a National Client Manager for Multi-Sector Markets. Based in Houston, Texas, Dumond has 30 years of experience identifying and mitigating the underlying HSE vulnerabilities that exists throughout the full life cycle of business operations for clients.

Dumond has been successful in managing complex multi-site assignments on a global scale. His projects have included international health, safety, and environmental due diligence, team-based strategic acquisition support, down-stream remediation management (air, water, waste, land), international program management of Li cell/battery termination, brownfields redevelopment, litigation support, HSE audits, quality improvement development and implementation, and incident assessments and resolution.

Dumond will be working be with Partner’s internal HSE service teams to proactively identify health, safety, and environmental (HSE) operational weaknesses and implement cost effective service actions leading to reduced HSE risks for our clients.

Dumond started his career as a Program Manager, managing key accounts like General Electric, MI-SWACO Companies, and large law firms. Through continuous achievement, Dumond became a Senior Program Manager/EHS P&L Lead and grew the Northern California EHS team to include 30 direct reports, while also increasing sales by $2M annually, and achieved sustainable revenue year-over-year.

After almost ten years of organizational experience, Dumond started his own company, The Sustainable Company, Inc. / SD Enterprise, Limitada.  As President and Principal Consultant, the firm covered 42 countries with 1,100 subcontractors. He met with regulatory agencies at all levels to negotiate and aggressively pursue cost effective solutions to meet compliance obligations. One of his more notable accomplishments was providing litigation support resulting in a $50M liability transfer from client to third party.

More recently, Dumond has continued to gain extensive knowledge as Global Manager of Environment at Halliburton where he was responsible for the environmental performance of Halliburton on a world-wide basis.

At Halliburton, he directly managed all environmental aspects globally; including Mergers, Acquisitions, and Divestitures; Compliance and Permitting (air, water, waste, land); Environmental Remedy; Li Cell/Battery Termination; Supply Chain Review and Approval; Global GHG Tracking and Reporting; and the provision of the Environmental Indicators GHG, et al required for Halliburton’s Annual Corporate Sustainability Report, Dow Jones Sustainability Index and lead for Carbon Disclosure Project submittals.

Throughout Dumond’s career and following his stint with Halliburton, he’s provided consulting services to a wide range of industries including manufacturing, oil and gas, pharmaceutical, mining, petrochemicals, aerospace, steel, food and beverage, telecommunications, electronics, paints and coatings, aircraft servicing, textile, printing, pulp and paper, beverages and other industries. He’s provided ISO 14000 program support, global greenhouse gas (GHG) tracking, environmental footprint assessments, and storm water program support, design and implementation.  In addition, Dumond was responsible for redrafting 11 global environmental standards for an international oil and gas services company, resulting in improved operational awareness and reduction of non-compliance incidents as reflected in their Corporate Sustainability Report (CSR).

While looking to join a company that was privately owned, Dumond was eager to tap into Partner’s extensive professional resources and growing international presence. “I am very excited to be working with an entrepreneurial firm where I can aid in growing their existing environmental compliance, remedy, and health and safety solutions departments to include new services such as transactional advisory services, air water waste compliance, chemical compliance, EHS remedy design and implementation, and supply chain support,” Dumond stated.

Dumond is a Certified Environmental & Safety Compliance Officer (CESCO) and Registered Environmental Property Assessor (REPA) who graduated with a Bachelor of Science in Chemistry from the University of North Texas. His extensive trainings include H2S/CO2 Safety Training, TapRoot Incident Investigation Training and Analysis, Radiation and Explosives Management, Blood Borne Pathogen Awareness, Global Hazardous Communications, and IATA DGR Compliance. Dumond is also affiliated with organizations like the National Registry of Environmental Professionals, the Transportation Worker Identification Credential (TWIC), and was co-chair for Environmental Auditing Roundtable (now known as the Institute of Internal Auditors, IIA).
