PITTSBURGH, PA – July 2025 – Partner Engineering and Science, Inc. announces the appointment of Richard Dennis, PE, as Technical Director of its Data Center Services practice. In this role, Mr. Dennis will oversee Partner’s growing team of data center experts, develop and refine technical standards, and expand Partner’s service offering for clients seeking to capitalize on the lucrative data center market.
Mr. Dennis has over 25 years’ experience in power engineering and IT infrastructure, with extensive experience in planning, development, and design of power systems and data center infrastructure. In addition to his technical expertise, he has a track record of building and developing international teams.

Before joining Partner, Mr. Dennis was a founding Technical Leader at Blue Dragon Services, a consulting firm focused on emerging opportunities in the AI data center and digital currency sectors. Before that, he served as Chief Technology Officer at Doosan Gridtech, a global developer of utility-scale battery energy storage solutions, and held numerous leadership positions at industry-leading electrical service providers. Mr. Dennis has directed engineering efforts for high-profile clients such as Chevron, the US Navy, and the US Air Force, including noteworthy crisis-response endeavors after 9/11, Hurricane George, and Hurricane Katrina.
Mr. Dennis is looking forward to leveraging his unique expertise—and his entrepreneurial instincts—to expand Partner’s data center practice. “There are very limited resources in the world for data center developers, particularly for edge and enterprise data centers. Partner can meet that need. We already have significant project experience with both existing data centers and potential conversion sites. We’ve got talented staff who understand this asset type. There’s a solid foundation here that, along with Partner’s extensive resources and technology, aligns with my vision for a world-class data center consulting practice.”
Mr. Dennis is a Professional Engineer (PE) registered in New York, Michigan, and Virginia. He holds an MBA from Syracuse University. A true innovator with an impressive list of international “firsts” under his belt, Mr. Dennis is a working team member of the North American Electric Reliability Corporations System Analysis and Modeling Subcommittee and Power Plan Model Validation Task Force.
