Chet Mehta, RA, serves as Technical Director of Construction Services at Partner Engineering and Science, Inc., where he leads the development and execution of strategic initiatives across the firm’s construction-related service lines. His construction services consulting expertise includes Construction Progress Monitoring (CPM), Document and Cost Reviews (DCR), Contractor Evaluations (CE), and Cost-to-Complete (CTC) analyses, supporting both short- and long-term client objectives.
With more than three decades of industry experience, Mr. Mehta has operated at both the field-assessor and executive-management levels. He has performed and overseen Debt and Equity Property Condition Assessments (PCAs), construction monitoring, cost reviews, contractor evaluations, and Tier II ADA surveys across a wide range of property types, including commercial office, multifamily housing, retail centers, hospitality, industrial facilities, and educational campuses.
Mr. Mehta brings specialized expertise in tax credit projects, including Low-Income Housing Tax Credit (LIHTC), Florida Housing Tax Credit, and Historic Tax Credit work. His background also includes adaptive reuse and modular construction projects, further enhancing his ability to navigate complex development challenges.
In addition to his project work, Mr. Mehta is responsible for quality control on all Freddie Mac pre-closing and post-closing construction projects produced by Partner, ensuring consistency, accuracy, and compliance with industry standards.
As a licensed architect, Mr. Mehta has managed a wide variety of building projects — from mixed-use multifamily developments and historic renovations to retail, single-family residential, schools, libraries, and religious facilities. His hands-on approach spans the full project lifecycle, including programming, zoning, design, construction documentation, permitting, bidding, construction oversight, and close-out.
