Frederick Ellington serves as a Technical Director within the Construction Services practice at Partner Engineering & Science, Inc. and is based in Atlanta, Georgia. With more than 30 years of experience in construction consulting, project administration, and agency construction management, Mr. Ellington provides clients with comprehensive Construction Risk Management and project oversight services throughout the development lifecycle.
Mr. Ellington specialises in construction risk management reviews, including entitlement evaluations, constructability assessments, schedule analysis, construction budget reviews, and contract analysis. He also oversees Construction Monitoring services to verify that as-built conditions comply with contract documents and project requirements, helping lenders, investors, and property owners mitigate risk during construction and redevelopment projects.
Throughout his career, Mr. Ellington has consulted on office, retail, industrial, multifamily, and institutional developments with project values exceeding $800 million. His experience spans both new construction and complex redevelopment initiatives, providing clients with practical guidance on project feasibility, budgeting, scheduling, and execution.
Before joining Partner, Mr. Ellington managed project administration for numerous developments, ensuring contractual requirements related to scope, schedule, and cost were successfully maintained through project closeout. He also provided agency construction management services as an Owner’s Representative for a variety of institutional and private-sector clients, including Brookdale Group, Stockbridge Capital Group, ViaSat Corporation, Songy Partners, AstraZeneca Pharmaceuticals, J.P. Morgan, LaSalle Investment Management, and INVESCO.
Mr. Ellington’s expertise also includes lender advisory services and construction consulting for large-scale redevelopment projects. Notably, he worked with multiple lenders on the repositioning of a historic occupied multifamily property in Boston, Massachusetts. His responsibilities included evaluating remaining renovation scope and budget requirements, negotiating design and construction contracts, coordinating contractors and vendors, conducting on-site construction monitoring, and consulting with local authorities having jurisdiction (AHJs) to support successful project completion.
Through his extensive experience in construction consulting, construction risk management, project monitoring, and owner representation, Mr. Ellington helps clients identify and manage development risks while protecting project schedules, budgets, and investment objectives.
