Paul D. Hitchings

Mr. Hitchings is a Managing Director and Client/Relationship Manager for Partner Engineering and Science, Inc. (Partner), and is responsible for the generation, oversight, management, and review of environmental and engineering due diligence services. Mr. Hitchings is also responsible for maintaining client relationship management while also providing quality assurance of work products generated at Partner.

Mr. Hitchings utilizes his experience to current provide due diligence and specialty consultative services to a wide range of clients including financial institutions, private investment/equity groups, and venture capital organizations through the solution-oriented conveyance and quantification of risk.

His experience includes the performance and management of Phase I Environmental Site Assessments (ESAs), Environmental Transaction Screens, Records Search with Risk Assessments (RSRAs), Phase II ESAs (subsurface investigations), Monitoring and Operations Constraint Plans (MOCP’s) for aquifer recharging/water banking, irrigation well sampling, geophysical investigations, third-party transaction reviews for financial institutions, National Environmental Policy Act (NEPA) Assessments, and various industrial hygiene services (asbestos surveys, lead-based paint surveys, radon studies, mold/moisture assessments, and lead-in-drinking-water surveys).

In addition to the provision of environmental due diligence and consultative services throughout his career, Mr. Hitchings has also completed thousands of third-party due diligence risk reviews on behalf of financial institutions as a way to aid in the support of making lending, loan renewal and foreclosure decisions on behalf of his clients.
