Scott Chiu is the Director of FHA and HUD Services for Partner Engineering and Science, Inc. In his role, he is responsible for performing Phase I Environmental Site Assessments (ESAs), Property Condition Assessments (PCAs), Naturally-Occurring Radioactive Material (NORM) Surveys and Exit Audits in line with the American Society of Testing and Materials (ASTM) Standards and US Environmental Protection Agency’s All Appropriate Inquiry (AAI) as well as customized client formats. His responsibilities also include reviewing Phase I ESAs and PCAs, and include supervision of in-house and contracted staff, overall responsibility of project scope/design, and the project and task implementation/execution.
Mr. Chiu works closely with state and local regulatory agencies to obtain environmentally significant documents regarding tank removal and subsurface investigations performed onsite and has completed hundreds of projects throughout the country. He has also worked for large financial institutions as well as private investors and has performed work for the Federal Deposit Insurance Corporation, United States Department of Housing and Urban Development, Fannie Mae, and Small Business Administration.
