Santa Ana, CA – Partner Engineering and Science Inc. (Partner), a national firm focused on environmental, engineering, and energy consulting and construction risk management firm headquartered in Torrance, CA, has tapped Leon Kouyoumdjian, a long-time construction and architecture industry professional, as technical director for construction services.
On August 3, 2015 the U.S. Census Bureau of the Department of Commerce announced that construction spending during June 2015 was estimated at a seasonally adjusted rate of $1,064.6 billion nationwide, which is a 12 percent increase from June 2014. Kouyoumdjian will play a critical role in furthering the expansion of Partner’s construction risk management group in response to the growing demand for construction services resulting from this strong construction industry.
Kouyoumdjian will apply his diverse experience in equity property condition assessments, pre-construction reviews, cost reviews, and construction monitoring, while maintaining a focus on long term operational/ quality issues for lenders, investors and developers. Contributing 38 years of experience within the construction, engineering, and architectural services industry, Kouyoumdjian will be an exceptionally valuable addition to the Partner team.

Throughout his career, Kouyoumdjian has served many industries and property types including multifamily, retail facilities, high- and low-rise commercial office buildings, core and shell, hospitality, and tenant improvements. Recently, he served as Project Manager-Senior Associate at Marx Okubo, a consulting firm providing services such as owner representation, project management, and consulting for commercial and residential facilities. He is skilled in providing comprehensive reviews for design documentation, project development, and construction administration for major clients involving commercial and multifamily project types.
