BALTIMORE, MD – Partner Engineering and Science, Inc. announces the appointment of Pamela Horne as Environmental Technical Director for Agency Services, bringing 25 years of comprehensive experience in commercial real estate environmental due diligence and related services.
Ms. Horne joins Partner with specialized expertise in Fannie Mae, Freddie Mac, and U.S. Department of Housing and Urban Development (HUD) projects, having focused exclusively on agency environmental due diligence for the past seven years. Her extensive property expertise spans multiple sectors, including multi-residential properties, healthcare facilities, commercial offices, and industrial sites.
Throughout her career, Ms. Horne has distinguished herself through outstanding client service, technical expertise, and finding viable solutions. Her accomplishments include launching and solely managing an environmental due diligence section for HUD projects and serving as a designated environmental Client Manager for Fannie Mae and Freddie Mac initiatives. She brings expert knowledge of ASTM International Standards, U.S. EPA All Appropriate Inquiries Rule, Fannie Mae and Freddie Mac agency-specific requirements.
