Partner Engineering and Science, Inc. is pleased to announce the addition of Offira Gabbay as Senior Project Manager within the Environmental Compliance team based in Partner Engineering and Science Inc.’s New York City office. With over 16 years of experience in real estate due diligence and environmental compliance, Ms. Gabbay brings a wealth of knowledge and expertise to the firm.
Ms. Gabbay’s diverse background consists of desktop environmental compliance reviews, environmental management plan development, and field-level environmental compliance audits, with a focus on hazardous materials management, as well as real estate due diligence, including Property Condition Assessments (PCAs) and Phase I Environmental Site Assessments (ESAs), with expertise in Equity, Fannie Mae, and Freddie Mac PCAs and ESAs.
In her new role, Ms. Gabbay will leverage her extensive experience in environmental compliance to bolster Partner’s expanding compliance practice. Her diverse portfolio includes projects ranging from large manufacturing facilities, such as lumber mills and steel manufacturers, to airport facilities and specialized industrial sites. Ms. Gabbay’s expertise spans complex regulatory environments, with notable work navigating California’s stringent regulations and completing international compliance projects in Canada and elsewhere.
Her unique experiences include performing compliance services for unconventional industries, including an industrial sauerkraut production facility. This breadth of experience positions Ms. Gabbay to make significant contributions to Partner’s growing compliance practice, bringing knowledge from various industrial sectors and regulatory landscapes.

Ms. Gabbay brings a strong academic foundation to her role, holding a Master of Public Health (MPH) in Environmental Health & Policy from Columbia University’s Mailman School of Public Health. Demonstrating her commitment to continuous professional growth, Ms. Gabbay is currently considering pursuit of additional industry certifications, including the Certified Environmental and Safety Compliance Officer (CESCO) and Certified Hazardous Materials Manager (CHMM) designations.
