BOSTON, MA – April 7, 2026 – Partner Engineering and Science, Inc., announces that Caroline Raftery has joined the firm as a Senior Consultant, Historic Architecture Solutions. In this role, Raftery will support clients with historic preservation planning, regulatory compliance, and adaptive reuse strategies, helping to navigate complex development projects involving historic assets.
Raftery brings over 10 years of experience in historic preservation consulting, with a focus on cultural resource management, environmental compliance, and preservation planning. She has extensive experience supporting projects across the United States, including National Register nominations, Historic Tax Credit applications, and Section 106 compliance for complex redevelopment and infrastructure initiatives.

Raftery specializes in advising developers, owners, and investors on preservation risk, project feasibility, and regulatory strategy. Her work includes supporting adaptive reuse and rehabilitation projects totaling over $500 million in qualified expenditures, as well as coordinating with State Historic Preservation Offices and the National Park Service to deliver compliant, high–quality outcomes.
