In 2021, the enactment of California Rule 2035 introduced the Warehouse Actions and Investments to Reduce Emissions (WAIRE) Program. This legislation operates within the South Coast Air Quality Management District (SCAQMD), encompassing regions of Los Angeles, Riverside, and San Bernardino counties, as well as the entirety of Orange County.
The primary objective of the WAIRE Program is to curtail emissions of nitrogen oxide and diesel from warehouses. By doing so, the program strives to meet federal emission standards and enhance public health, particularly in communities situated near warehouses located within the South Coast AQMD area.
Structured as a point-based system, the WAIRE Program offers a range of options for warehouse operators to accumulate WAIRE Points. These points can be earned by undertaking activities outlined in the WAIRE Menu, executing pre-approved Custom WAIRE Plans, or by making annual contributions to a mitigation fund.
