Phil Fowler is a North Carolina–licensed Professional Land Surveyor and consultant with more than 35 years of progressive, hands-on experience in the land surveying industry. His career encompasses extensive work across boundary, topographic, ALTA/NSPS, hydrographic, construction, and design/build surveys, as well as advanced 3D laser scanning (LiDAR) applications. Having served in positions ranging from rodman to company owner, he brings a uniquely comprehensive perspective to project execution and now excels as a Senior Project Manager in Partner’s ALTA Division.
Mr. Fowler’s background also includes six years of service in the United States Army, where he strengthened the discipline, leadership, and technical precision that continue to define his professional approach. Over the span of his career, he has earned a reputation for delivering complex, large-scale survey projects with accuracy, consistency, and strategic oversight.
As a Senior Project Manager, he has led and taken responsible charge of an extensive portfolio of ALTA/NSPS Land Title Surveys ranging from single-parcel assessments to multi-parcel and multi-acre portfolios. In addition to his extensive ALTA experience, he has performed and overseen a wide variety of survey services for municipalities, large-scale infrastructure projects, and commercial real estate clients. His work includes design/build surveying for major sewer, water, and stormwater systems; mapping and support for subdivision and land development projects; and surveying for a wide spectrum of CRE asset classes. He has also delivered specialized services such as brownfield surveys, wetland and hydrographic surveys, easement mapping, plot plans, construction staking, planimetric, and numerous technically advanced assignments requiring expert judgment and precision.
Mr. Fowler is known for producing high-accuracy deliverables, coordinating multifaceted stakeholder teams, and guiding field and office staff through demanding operational and technical challenges with professionalism and efficiency.
