Brian Carlin, PE, CBCP, CEM, is a seasoned engineering leader and consultant with over 20 years of experience delivering high-impact technical consulting and assessment solutions to enterprise utility, commercial, and government clients. As a Director at Partner Engineering & Science, Inc., Brian spearheads the optimization of assessment practices with a strong focus on client-centered, scalable solutions that support enterprise-grade performance and long-term value.

An expert in Asset Data Collection & Management (ADCM), Brian leads efforts to enhance Partner’s robust technological infrastructure, enabling seamless project execution and measurable client success. He is committed to embedding best practices from day one, empowering emerging professionals to deliver high-quality data collection, project management, and CMMS migrations that drive improved maintenance, capital planning, and energy performance.

Brian’s contributions have directly impacted over 100 million square feet of property across the United States. His leadership combines technical acumen with business insight—applying AI-powered analytics to deliver advanced condition assessments for capital planning, carbon reduction strategies, building commissioning, energy audits, and performance measurement and verification (M&V) of complex retrofit projects.

Recognized for driving operational efficiency and profitability across project management, enterprise accounts, and brokerage services, Brian has led numerous teams and mentored dozens of professionals. He consistently demonstrates a balance of business development, risk management, P&L oversight, and team building—all underpinned by a culture of continuous improvement and executional excellence.

In recent years, Brian has been instrumental in leading sales and solution development for large-scale ESG and engineering initiatives, particularly in collaboration with global real estate leaders such as CBRE. Whether engaging C-suite stakeholders or performing detailed site-level assessments, his ability to communicate complex technical solutions with clarity and purpose positions him as a trusted advisor and a catalyst for transformative program outcomes.
