Senior Director of Capital Programs
CHICAGO, IL – March 6, 2026 – Partner Engineering and Science, Inc., announces that Joe DiGiacomo has joined the firm as Senior Director, Capital Programs. In this role, DiGiacomo will leverage more than two decades of experience in construction and program management to support Partner’s clients in executing complex capital programs, managing large-scale portfolios, and delivering successful project outcomes across multiple markets.
DiGiacomo brings over 20 years of experience advising owners and leading multidisciplinary teams on complex capital programs and construction initiatives. He has managed national portfolios of development and modernization projects across corporate, retail, financial services, education, nonprofit, and public sector organizations, guiding projects from strategy and planning through execution and delivery.

Before joining Partner, DiGiacomo served as Vice President of Project Management – Buildings at Bureau Veritas, where he led a national project management organization responsible for project execution, governance, and operational performance across multiple markets.
Earlier in his career, DiGiacomo spent more than eight years at JLL within the firm’s multisite group, supporting flagship programs for major clients including T-Mobile, Champs, and Capital One. Working as an extension of Capital One’s internal team, he served as team lead for the account and later assumed responsibility for overall program operations. In that role, he oversaw an annual capital program exceeding $100 million focused on the development, remodel, facilities capital plan implementation, and build-out of Capital One Café and Branch locations nationwide. DiGiacomo personally managed the first three café projects in Chicago before leading the team responsible for delivering new locations across multiple markets as the program expanded.

DiGiacomo holds a Master of Science in Construction Management from Florida International University. Throughout his career, he has been recognized for his leadership and client service.
