PLANO, TX – Partner Engineering and Science Inc. (Partner), a national engineering, environmental, and energy consulting firm headquartered in Torrance, CA brings industry veterans, Bill Easley and Tyler Palmatary to the team as Technical Directors.
Easley, Palmatary, and their team members bring over 80 years of collective forensics engineering and assessments experience. They join Partner from Terracon where their group provided services in equity multi-disciplinary Property Condition Assessments (PCAs), and in the design and implementation of solutions for complicated problems identified during these PCAs. The addition of these talented forensics professionals deepens Partner’s ability to efficiently diagnose and address the source of building- or site-failure in order to improve the performance of the whole asset.
Partner has a reputation for providing sophisticated due diligence services for property owners and investors, who demand great detail in the assessment of their assets and a strategy for implementing targeted solutions to any issues encountered. With an uptick in transactions of high-end commercial real estate in recent years, the demand for such in-depth property inspections has grown. “We have very sophisticated clients who need to understand the finer details of a site’s condition, and ask questions that only a forensics team can answer. With Easley, Palmatary and our other forensic engineers we can provide the level of detail and solutions that allow those clients to fully understand the capital needs associated with a property,” says Frank Romeo, President of Partner Engineering and Science, Inc.
The addition of this dynamic forensic engineering team bolsters the recent expansion of Partner’s Solutions-focused practice across the country. “We recognized an opportunity to complement our services with the deep experience of Easley’s team from Terracon,” says Romeo. “They will be a great asset to us, and I anticipate they will work closely with our site civil and design practices on many projects.”

This multidisciplinary technical team is comprised of individuals from diverse backgrounds and skill sets. William Easley, PE has over 50 years of experience in forensics engineering and Property Condition Assessments. Tyler Palmatary, PE has an Associate’s degree in Architectural Engineering and a Bachelor’s degree in Civil Engineering. He has extensive experience in foundation remediation, design and construction. Palmatary has been conducting forensics engineering for foundations, cladding, and structural sites for over 15 years. Ruth Ann Thomas has a degree in Petroleum Engineering and she specializes in comprehensive PCAs and Accessibility Surveys. Mark Tallichet has a degree in Journalism and is a Registered Roof Observer (RRO). He is a Certified Infrared Technician (CIT) and has extensive experience performing construction draw requests and floor elevation surveys. Jonnae Hice, PE is a structural engineer and performs PCAs, structural design and forensics engineering. Kyle Robertson has a degree in Architecture and has experience in PCAs, ADA surveys, and forensic engineering.
As recognized industry leaders, they have done work for Goldman Sachs, Greystar, CBRE, Lincoln Property Company, and Behringer-Harvard. The team has worked together for many years, providing assessments and solutions to some of the most notoriously complicated projects. As a recent example, Palmatary, Hice, and Easley worked together on the implementation of a large gravity retaining wall requested by a high-end hotel in Las Colinas to stabilize an embankment and protect a parking lot after the original wall crumbled into the water. Easley, Palmatary and their team designed a 14-foot high, 245-foot long retaining wall that was both functional and visually pleasing. Their team performed all of the design, geotechnical and structural work, and worked with local government agencies to get the wall in place on an expedited timeframe while meeting architectural standards.
