Partner’s client, Pramira, Inc, had plans to construct a telecommunications equipment shelter at Shoreline Amphitheatre in Mountain View, California. Because Shoreline Amphitheatre was developed over a legacy landfill site, Pramira engaged Partner to conduct a Phase I Environmental Site Assessment and NEPA (National Environmental Policy Act) Report over the proposed areas of disturbance. Partner also performed an abbreviated geotechnical investigation and report. Due to environmental concerns related to the underlying landfill, Partner performed the geotechnical investigation with a hand auger as opposed to a drill rig. Finally, Partner completed a topographical survey of the site. No geomembrane was encountered during the geotechnical investigation, and the ESA determined that the closed landfill appeared to represent a Controlled Recognized Environmental Condition (CREC). Based on these findings, Partner recommended that the proposed telecommunications equipment shelter be constructed under the CCR Title 27 requirements.
