Drew H. McCreery serves as Managing Director, Multifamily as well as serving in a technical capacity as Technical Director of Agency Services at Partner Engineering and Science, Inc. As managing director, and with more than 20 years of commercial real estate experience, he is responsible for understanding and communicating the nuances of agency reporting requirements as well as the unique needs of multifamily assessments. Mr. McCreery’s multifamily role incorporates Agency, LIHTC, HUD, and multifamily Debt/Equity associated with all scopes (PCA, ESA, ALTA, Construction, Zoning, and IH) under one umbrella in order to provide a more holistic approach with refined tools and resources to help us cater to our clients and deliver the highest and most consistent quality. Thus allowing for increased communication and thought leadership to the various entities and institutions including Fannie Mae, Freddie Mac, The Department of Housing and Urban Development, State Housing Authorities, and various multifamily national organizations to assist in policy and maintain Partner as an industry leader through collaboration and partnership.
Shavaun Cotter

Shavaun Cotter

Technical Director
Shavaun Cotter serves as a Technical Director for Partner Engineering and Science, managing environmental due diligence projects such as Phase I Environmental Site Assessments, Transaction Screen Assessments, Desktop Reviews, and Property Condition Reports in accordance with ASTM E1527 standards and EPA’s All Appropriate Inquiry (AAI) requirements as well as customized client formats. Her expertise includes radon measurement in multifamily and healthcare buildings. Since becoming certified she has been dedicated to raising radon awareness through continuing education, mentoring colleagues, and contributing resources to refine radon practices. Ms. Cotter is familiar with state specific radon regulations and requirements established to oversee radon activities including minimum qualifications, required protocols, and reporting.
Rachael Rossmeissl-Stone

Rachael Rossmeissl-Stone

Senior Project Manager
At Partner, Rachael Rossmeissl-Stone oversees projects and client relations. Project scopes range from Indoor Air Quality Assessments (IAQ), worker exposure and industrial hygiene hazard assessments, blackwater release investigations and clearance sampling, asbestos inspections, and water damage assessments. Ms. Rossmeissl-Stone manages client relations including public and private sector clients ensuring effective communication, timely deliverables, and project completion within budget. She is licensed and accredited to perform asbestos inspections, write management plans, perform indoor air quality assessments including mold assessments, and measure for radon within indoor environments. She manages and oversees abatement monitoring technicians ensuring projects are completed within the State of Florida and Federal requirements.
Melissa Marte

Melissa Marte

Senior Project Manager
Melissa Marte, an Environmental Due Diligence Consultant, currently holds the role of a Senior Project Manager with responsibilities including thorough site assessments and technical report writing for Phase I Environmental Site Assessments in line with the American Society of Testing and Materials (ASTM) standard and US Environmental Protection Agency’s All Appropriate Inquiry (AAI) as well as customized client formats. In addition, she is certified to perform limited asbestos surveys as required per the scope of work. Melissa has worked on numerous large-scope projects in the northeast region with a focus on the greater New York City with variable scopes and complexities including vacant lots, apartment buildings, hotels, office buildings, healthcare facilities, automotive service facilities, gasoline stations, dry cleaners, industrial/warehouse facilities, and shopping centers to identify potential environmental concerns on or near a property, such as dry cleaning operations, hazardous material releases, and leaking underground storage tanks. She also conducts assessments on out-of-scope concerns including asbestos-containing materials, lead-based paint, radon, and mold.
Victoria Cardona

Victoria Cardona

Technical Director – Radon Mitigation Services
Victoria Cardona, an Industrial Hygiene consultant, is a Senior Project Manager at Partner Engineering and Science, Inc. Her responsibilities include managing Industrial Hygiene projects such as asbestos, lead, mold, and radon surveys, with an emphasis on radon mitigation. In addition, she performs limited asbestos surveys, radon testing as required per the scope of work, and radon mitigation. She provides technical expertise for radon services and consulting nationwide, specifically radon measurement and mitigation in multifamily and healthcare buildings. She is experienced at performing Phase I Environmental Site Assessments (ESA), including Freddie Mac, Fannie Mae and Housing and Urban Development properties, Transaction Screen Assessments, Environmental Desktop Reports, Records Search and Risk Assessments as well as Historical Records and Database Reviews for residential, industrial and commercial properties.
