Kyle Kirk is the Technical Director of Building Science for Partner’s Affordable Housing Team. In this role, he is the primary knowledge resource for all affordable housing-related engineering and physical needs due diligence services.
He is experienced in performing due diligence assessments in connection with HUD, the National Housing Act, the Federal Housing Administration (FHA), and related HUD offices. His expertise includes Capital Needs Assessments (CNA), Project Capital Needs Assessments (PCNA), Rental Assistance Demonstration (RAD) Physical Condition Assessments (RPCA), HUD multifamily preservation projects, and other various programs.
In addition to HUD due diligence services, he also performs PCAs in accordance with State-specific LIHTC Property/Physical Needs Assessments (PNAs), Fannie Mae, Freddie Mac, and other customized, client-specific report formats. As required by most HUD and State LIHTC programs, he is skilled in accessibility surveys for compliance with the Americans with Disabilities Act (ADA) Accessibility Guidelines (ADAAG), Fair Housing Amendments Act, Section 504 of the Rehabilitation Act/Uniform Federal Accessibility Standards (UFAS), and local city and state accessibility codes.
Mr. Kirk also provides energy and sustainability consulting, with experience in energy audits, the International Code Council (ICC) 700-2020 National Green Building Standard (NGBS), GreenPoint Rated Certification, HUD Green Mortgage Insurance Premium Reduction (Green MIP) program, and other related programs in the ever-growing energy and sustainability industry.
