Partner Engineering and Science, Inc. is pleased to announce that the North Carolina Department of Environmental Quality (NCDEQ) has officially approved Partner as a Registered Environmental Consultant (REC) under the state’s Inactive Hazardous Sites Program. The REC Program was established to allow qualified environmental consulting firms to oversee voluntary remedial actions at lower-priority contaminated sites, helping streamline cleanup activities while ensuring compliance with NCDEQ’s rigorous technical and administrative requirements.
As an approved REC, Partner is authorized to certify that investigation and remediation activities at eligible sites meet the standards defined under 15A NCAC 13C .0300, which outlines the qualifications, responsibilities, and oversight requirements for RECs and their Registered Site Managers (RSMs).
Partner is also proud to recognize Wendell K. Johnson, MS, PG, Senior Project Manager in our Charlotte, N.C. office, as an NCDEQ-approved Registered Site Manager (RSM). RSMs play a critical role in the REC Program: they are the designated professionals responsible for certifying that assessment and cleanup actions comply with all applicable REC Program rules on behalf of the REC and its clients. Partner plans to increase the number of RSMs on staff in the future.
Approval in the REC Program enhances Partner’s ability to support property owners, developers, and responsible parties navigating complex environmental cleanup challenges in North Carolina. By participating in this program, Partner can help accelerate project timelines, reduce regulatory delays, and provide clients with greater predictability and flexibility throughout the remedial process.
