As part of the Florida operations, our Jacksonville office is well-positioned to support local and national commercial and multifamily real estate transactions. Our presence in the First Coast market allows us to provide our clients with a full range of services including Phase I Environmental Site Assessments (ESAs), Phase II Environmental Testing as well as Property Condition Assessments (PCAs), Asbestos, Radon and other Industrial Hygiene Services.  The Jacksonville office allows a 2-hour drive to worksites in Tallahassee, Daytona Beach, Gainesville, and Ocala, as well as access to Savannah, Brunswick, and other Southeast Georgia areas. Partner Jacksonville staff understand the unique environment and regulatory framework in Florida. The northeast Florida operations are led by Michael Emilio, who has over 20 years of experience providing technical and management expertise on due diligence projects for numerous local and national clients.

Solutions

Phase I Environmental Site Assessments
Partner provides both local and nationwide Phase I Environmental Site Assessments. Most reports are performed to meet the standards of ASTM E1527-21 or meet our client's customized reporting standards. Partner often customizes reports to meet individual client or agency lender's (Fannie MaeFreddie Mac) requirements.
Property Condition Assessment Reports
Partner provides lenders and real estate investors with Property Condition Reports. Partner architects, engineers, and commercial building inspectors inspect the subject property in order to gain an understanding of the condition of the building. Our reports meet ASTM E2018-08 guidelines.
Phase II Environmental Testing
Partner performs Phase II Environmental Testing either in support of a financing decision, property transaction or to meet agency requirements of the Florida Department of Environmental Protection (FDEP). Typically our reports are performed to meet the standards set by ASTM E1903-11. Our environmental professionals understand the unique hydrogeology and variable geology found in Florida, such as karst topography.
Asbestos, Lead-Based Paint, and other Industrial Hygiene services
As an add-on to a Phase I ESA or Property Condition Report or as a separate service, Partner offers assessments and solutions to address the risks of asbestos, lead paint, and mold. While conducting a Phase I ESA, Partner is able to complete a visual evaluation of accessible areas for the presence of Asbestos-Containing Materials (ACMs) and Lead-Based Paint (LBP). If desired, or as part of a property due diligence assessment as required by a lender, sampling of suspect ACM and LBP can be conducted to determine if proper abatement should be conducted as part of project renovation and demolition. Partner offers a variety of Lead-Based Paint services including Inspection, Testing, Risk Assessments, and Clearance Inspections. Moisture and Mold issues can escalate quickly if not addressed promptly. We offer mold testing, assessments, and remediation to help owners address and mitigate this concern.
ALTA Land Title Surveys and Zoning Services
Partner is a coordinator and preparer of ALTA/NSPS Surveys, Boundary Surveys, Topographic Surveys, and Zoning Reports across the United States for use in commercial transactions. We effectively handle and facilitate the coordination of land surveyors, title, ordering, process, product, and delivery. We manage the entire process of acquiring your survey and can effectively manage single-site or multi-site transactions. Our extensive network allows us the flexibility to provide a registered professional land surveyor for any site location—nationwide—with competitive pricing. We will coordinate all questions and comments from all transaction parties with the site surveyor and furnish reliable timely surveys all from one point of contact. A Zoning Report is a necessary part of many real property transactions because the current owner is responsible for existing zoning violations. Partner’s Zoning Reports take usage regulations into consideration, as well as local and municipality provisions and other regulations such as the Americans with Disabilities Act (ADA).

Northeast Florida Project Experience

Partner has experience with over 8,000 projects in Florida since 2010. Some recent projects and experiences that provide insight into our Jacksonville consulting practice include:

  • Partner conducted ongoing Construction Progress Monitoring (CPM) during a retail shopping center development in the fast-growing Southside area of Jacksonville. The property includes 10 retail buildings. The construction progress inspections took place over several months.
  • Partner completed Phase I Environmental Site Assessment (ESA) reports on a six-site portfolio of multifamily properties for a prominent regional bank, four of which were located in the NE Florida region (Jacksonville, Ponte Vedra Beach, and St. Augustine).
  • Partner conducted Phase I ESAs and Property Condition Assessments (PCA), Document, and Cost Reviews, for numerous hotel and multifamily facilities located throughout the region (Jacksonville Beach, Atlantic Beach, and Jacksonville).
  • Partner conducted a Phase I ESA, a PCA, and an ATLA Survey for a new office building development along Gate Parkway.
  • Partner conducted a limited Industrial Hygiene Assessment of a downtown Jacksonville office building to evaluate the potential for moisture intrusion, mold growth, and to evaluate indoor air quality.
  • Partner completed Phase I (ESAs), a comprehensive asbestos survey and abatement oversight of high-end retail properties in Ponte Vedra Beach. The Phase I ESAs, and asbestos work were conducted for an equity client acquiring and renovating the retail complex.
