Leo Bertolino, an experienced commercial real estate due diligence consultant and construction services specialist, has joined Partner Engineering and Science, Inc. (Partner) as a National Client Manager based in Torrance, CA. With nearly a decade of experience helping his clients manage environmental, engineering and construction risks, Mr. Bertolino will be a significant contribution to Partner’s practice nationwide, with a focus on Southern California.

Mr. Bertolino has worked with notable investors, lenders, and construction financiers such as CIM Group, Oaktree Capital Management, bkm Capital Partners and Mosaic Real Estate Investors. Having performed and managed thousands of Phase I Environmental Site Assessments, Subsurface Investigations, Remediation, Property Condition Assessments and Construction Risk Management projects, Mr. Bertolino brings substantial technical expertise to the table. He leverages this knowledge to guide his clients through challenging issues and provide workable solutions to facilitate transactions.
His demonstrated track record of project success includes providing acquisition-level due diligence to portfolio purchasers such as Kramer-Wilson during their purchase of 18 buildings – over $200MM worth – throughout Arizona, Utah and Colorado. He also advised on a 26-property retail portfolio in Southern California where six of the properties were impacted with dry cleaning-related contamination; Mr. Bertolino and team provided site mitigation via sub-slab depressurization and monitoring. He has consulted numerous buyers of class A office spaces in Southern California, including the acquisition of The Google Center, a $260MM transaction in 2016. Bringing his signature solutions-oriented approach, Mr. Bertolino helped rescue a failed construction project of a large luxury condominium development and resort in Kauai, Hawaii by providing construction risk management services to carry it over the finish line within a reasonable time and budget.

On September 28, 2024, California’s Governor approved Bill AB2579. Passed by the Assembly and Senate, AB2579 will extend the deadline for the initial California Senate Bill SB721 balcony inspection to January 1, 2026.
