Partner Engineering and Science, Inc. is pleased to announce the addition of several key hires in the expansion of the Building Assessment practice. Strategic additions include Samantha Gragg, RA in Washington state; Danny Kim in San Diego, California; and Justina Jones PE, CEM, LEED Green Associate, WELL AP in Irvine, California. Each of these new Partners brings over a decade of industry experience. These highly qualified hires reflect Partner’s commitment to providing our clients with expert resources and quality consulting services.
Justina Jones, a licensed Mechanical Engineer in the State of California, Jones is a Senior MEP Engineer for the Integrated Facility Solutions (IFS) Group at Partner with nine years’ experience performing equity-level property and facility condition assessments and pre-construction project reviews, with a focus on Mechanical, Electrical, and Plumbing (MEP), Fire Life Safety (FLS), and Vertical Transportation. Her experience includes an emphasis on ASHRAE Level II energy audits, ESG and sustainability reviews, and resilience assessments. She has worked with a variety of clients such as Revantage Corporate Services for whom she provided Facility Condition Assessment (FCA) services. Her role at Partner consists of providing technical reviews of MEP and FLS reports, performing MEP and FLS assessments, communicating building system issues and solutions to clients and management, and providing training to coworkers.
Jones says, “Having worked with Gary Cohn and others at Partner in my previous company, I knew Partner was a place I could call home. Samantha Gragg is a Registered Architect and Registered Roof Observer with over 16 years of experience in architectural design and construction administration followed by over 10 years performing equity-level property condition assessments (PCA) and construction monitoring for various facility types. She joins Partner as a generalist Senior Project Manager. In her role, Gragg is responsible for planning, coordinating, and executing PCA site observations, ensuring technical quality, and providing expert analysis of property conditions. Her notable project experience includes working with high-profile clients such as PGIM, UBS, INVESCO, TIAA, and Blackstone, among others. Some notable PCAs she worked on include a series of studios for a major online television distributor and the MGM Grand in Las Vegas where she led a team in a multiservice project requiring roof assessments, ADA, building enclosure assessments, and various others.

Danny Kim brings a diverse set of skills to Partner’s Equity PCA practice. With a Bachelor of Architecture from California Polytechnic State University, San Luis Obispo, Kim has a strong foundation in Facility Condition Assessments, asset data collection, feasibility studies, construction documents, and master planning. He has managed FCA projects for various municipal and non-profit clients, including the City of Torrance, County of Orange, County of San Diego, and more. Kim’s role as Project Manager at Partner involves overseeing the planning, execution, and quality control of PCA projects, ensuring timely and budget-compliant deliverables.
