Phase I Environmental Site Assessments

Partner is the national leader in Phase I Environmental Site Assessments by volume. Most reports are performed to meet the standards of ASTM E1527-21. Partner often customizes reports to meet individual client or agency lender (Fannie Mae, Freddie Mac) requirements, as well as the requirements of the United States Small Business Administration (SBA). Partner’s expertise includes knowledge of unique government records in Michigan and guidelines prepared by the Michigan Department of Environmental Quality.

Baseline Environmental Assessments

Partner performs Baseline Environmental Assessments (BEAs) that afford liability protection for new or prospective owners and operators of contaminated property in Michigan. Partner’s expertise in performing environmental assessments supports the preparation of BEAs that may be used to distinguish existing contamination from future releases.

Documentation of Due Care Compliance

Partner prepares Documentation of Due Care Compliance (Due Care Plans) for owners and operators of contaminated sites. Due Care Plans identify methods to prevent unacceptable exposure to contaminated media and prevent the exacerbation of existing contamination. Due Care Plans also describe reasonable precautions to be taken with respect to contaminated soil, groundwater, and soil vapor.

Phase II Environmental Testing

Partner performs Phase II Environmental Site Assessment and Subsurface Investigations in support of financing decisions and in accordance with applicable requirements of the Michigan Department of Environmental Quality. Most of our reports are performed to meet the standards set by ASTM E1903-11 while taking into account the unique geology of Michigan, which includes lacustrine clay, shallow groundwater, and glacial till.

Property Condition Assessments

In addition to providing Phase I ESAs, Partner provides Property Condition Assessments and Commercial Building Inspections for a wide variety of clients; including, CMBS lenders, Fannie Mae/Freddie Mac lenders, and equity clients. Most of our reports are performed to meet the standards set within ASTM E2018-08 guidelines.

Asbestos Survey

While conducting a Phase I ESA, Partner does a visual evaluation of accessible areas for the presence of Asbestos-Containing Materials (ACMs). Should it become evident that ACM may be present, Partner can perform sampling and testing to evaluate if ACM is in fact present. Partner ESI can also prepare Operations and Maintenance Plans to support the management of ACM.

Zoning and ALTA Land Surveys

Partner is a coordinator and preparer of ALTA/NSPS Surveys, Boundary Surveys, Topographic Surveys, and Zoning Reports across the United States for use in commercial transactions. We effectively handle and facilitate the coordination of land surveyors, title, ordering, process, product, and delivery. We manage the entire process of acquiring your survey and can effectively manage single-site or multi-site transactions. Our extensive network allows us the flexibility to provide a registered professional land surveyor for any site location—nationwide—with competitive pricing. We will coordinate all questions and comments from all transaction parties with the site surveyor and furnish reliable timely surveys all from one point of contact. A Zoning Report is a necessary part of many real property transactions because the current owner is responsible for existing zoning violations. Partner’s Zoning Reports take usage regulations into consideration, as well as local and municipality provisions and other regulations such as the Americans with Disabilities Act (ADA).

Since 2011 Partner has completed nearly 3,000 projects across Michigan. Some recent projects and experience that provide insight into our Michigan consulting practice include:

Partner conducted a Phase I Environmental Site Assessment, Property Condition Assessment, and Asbestos Inspection for a large industrial center in Detroit consisting of 20 buildings totaling over one million square feet.

Partner performed Phase I and Phase II Environmental Site Assessments for a high-rise apartment building located in Midtown Detroit. The assessments of former on-site automotive, gasoline dispensing, and dry cleaning services for this Section 8, income-based high-rise apartment community took into consideration senior, family, and handicapped populations.

At a desirable location on the border of the Grand Circus Park Historic District in Detroit, Partner completed a land survey for large, renovated apartment buildings.

For a prominent 10-story commercial building overlooking Campus Martius Park in Downtown Detroit, Partner conducted a Phase I Environmental Site Assessment and Property Condition Assessment.

Partner performed Construction Progress Monitoring for a construction Lender during the construction of three high-rise apartment buildings in Downtown Detroit with views of the Detroit River and Canada.
